Victor Caballero President

A life long resident of Pico Rivera, Mr. Caballero is employed by El Rancho Unified School District (ERUSD) as Supervisor of Maintenance. Mr. Caballero has been employed at ERUSD for over 30 years. Mr. Caballero is married (Marina) and has one adult son (Victor) who has been attending Cal Poly Pomona. Mr. Caballero is a committed Pico Riverian who has volunteered at El Rancho High School, Pico Boys Little League, and a variety of other community oriented organizations. Mr. Caballero will ensure the highest level of safety and maintenance for the Water Board and is very committed to the success of the Board and City of Pico Rivera.

James Roybal Vice President

Mr. Roybal has been a teacher for over 20 years. Mr. Roybal currently holds two Master’s degrees and two professional Clear Teaching credentials. A life long learner, Mr. Roybal will bring his educational and professional experiences to the Water Board and help lead the Board into the 21st Century. Mr. Roybal is a long time resident of Pico Rivera who is married (Melida) and has two children (Melirosa and Salomon) who are students at Pitzer College and Cantwell High School. He is President of Residents of Pico Rivera for Environmental Justice and has been active in local and regional environmental issues.

Adrian Diaz Board Director

Have you ever dreamed of being responsible for something so amazing, so precious that it affects every single person in your community a natural resource that most individuals in this world take for granted?  On November 3, 2009 I fulfilled a dream of becoming a board member of the Pico Water District overseeing the delivery of potable drinking water to 30,000 residents in this Great community of Pico Rivera.

A native Californian, I grew up in the City Pico Rivera since the age of eight. My Grandparents owned a large property just less than one acre in Pico Rivera during my youth.  I attended Rivera Elementary, Rivera Junior High and then Graduated from El Rancho High School in 1987. I received my water education from Citrus College, Mt. San Antonio College and California-Nevada Section of the American Water Works Association (CA-NV-AWWA) Water College. I currently hold a State of California Water Distribution Grade 4 certificate and a State of California Water Treatment Grade 2 certificate, and have been working in the Water Industry for over 24 years in this community of Pico Rivera, 14 years for Pico Water District as Field Representative and Field Superintendant and the last 10 years for the City of Pico Rivera as the Water Supervisor my current title is Water Resource Senior Technician.

I have been married 15-years to my beautiful wife Michelle, and have two amazing sons Andrew and Adrian who attend El Rancho High. I have been active in the community by volunteering as a youth basketball coach at Rivera Park and Pico Park over the last several years.

I believe being a Director of the Pico Water District is being involved in our community on a daily basis. Every day we drink water, cook with water, bathe in water, and participate in many other activities involving water. However, even with all of the importance water holds in our lives, many of us know very little about the water we use each day. We drink tap water, enjoying the convenience and cost-effectiveness of this practice, yet, we fail to recognize the serious threat this water may pose to our health. Those who are willing to forgo the convenience of tap water and indulge in bottled water often know very little about the contents of that water and simply trust that bottled water must be better than tap water. In this age of information, with so many resources immediately available, there is no reason why anyone should remain so ill informed about water. My responsibility as your representative to the Pico Water District and the Community is to insure water of the highest quality is economically delivered, and rates are fair and equitable for all customers. Water, or the lack of it, affects us all.  Providing clean, reliable water while being proactive and creative in water re-use and conservation will ensure a strong economy and healthy environment for generations to come.  Leaders are needed who understand the complexities of water stewardship.
