As a Pico Rivera resident for more than 48 years, Raymond Rodriguez has strong ties to the city. He graduated from El Rancho High School in 1989. He considers his service on the board a way to give back to the community.

Rodriguez possesses nearly three decades of experience in the water industry, starting his career as a pipeline contractor in 1994. Since then, he has worked in sales management, project management and as an administrator in the water industry. That knowledge and his community connections help him keep Pico Water District focused on delivering high quality water at fair and equitable rates.

Victor Caballero was born in Pico Rivera and has spent his life here. He worked as a Maintenance and Operations supervisor for El Rancho Unified School District before retiring. Caballero is a strong supporter of schools and has served as president of the El Rancho Booster Club and California School Employees Association and was a member of the El Rancho Administrators and Supervisors Association for Classified Employees.

He was first elected to the Pico Water District Board of Directors in November 2009 and remains committed to helping the District update pipes, equipment and technology to improve service and reliability.

After attending Rio Hondo College in Whittier and serving in the U.S. Navy, Pete Ramirez settled in Pico Rivera, where he has lived since the late 1960s. He has a long history of serving the community, working as a police lieutenant and deputy U.S. Marshal before retiring.

Ramirez has dedicated his life to public service. He served on the Pico Rivera City Council for 10 years, including two terms as mayor, and the El Rancho Unified School District Board for 17 years, with three terms as president. Ramirez was first elected to the Pico Water District Board of Directors for a single term in 2013 and was elected to his current term in November 2020.  He wants to ensure the District operates in a fair and transparent manner.

Mr. David Angleo has a long family history in the City of Pico Rivera, where he was born, raised, and currently resides. David Angelo and Associates has provided architectural design and construction to Southern California clients and beyond since 1977. He continues to serve Los Angeles and Orange Counties with his professional experience as the firm’s Principal. He has a double master’s degree in architecture from the Southern California Institute of Architecture and has taught at Montebello High School, ELAC community colleges, Rio Hondo, and Cal-Poly Pomona.

Mr. David Angleo’s work and lecture assignments have taken him throughout the Southwest and even into Mexico. His purview spans restaurant, church, medical, commercial, and residential design. He served as a consultant for the City of Pico Rivera from 1982–1985 on the Whitter Boulevard Redevelopment Project. His current work involves designing hillside homes, locally, and preparing for the construction of a condominium complex in Jalisco, Mexico.

David Gonzales is a lifelong resident of Pico Rivera and a graduate of El Rancho High School. First elected to the Board of Directors in 2011, Gonzales has focused on upgrades to the district’s water delivery system and installation of treatment facilities to protect the groundwater supply.

In addition to serving on the Pico Water District Board of Directors, Gonzales has volunteered at Saint Hilary’s Catholic Church and has been a member of the Knights of Columbus for more than 20 years.
